Founded in 1990, the institute is an established centre for labour education and training in Singapore. Programmes ranging from short courses to certificate and up to professional diploma courses are available for trade union leaders, labour-management groups and others interested in the industrial and employment relations field.

 

A growing number of regional and international participants have also benefited from the education activities of the institute organised in collaboration with partners such as the NTUC, ITUC-AP, ILO-ACTRAV and others.

 

The institute together with the Ministry of Manpower and the Singapore National Employers Federation, is a key driver of the Singapore Tripartism Forum to promote Singapore’s unique brand of tripartism.

Our logo illustrates our vision to becoming a leading regional labour leadership institute and a centre for the advancement of tripartism.

 

The three dynamic shapes symbolise trade union leadership training, strengthening ties in the labour movement  and the promotion of tripartism;  and their upward movement represents Ong Teng Cheong Labour Leadership Institute as a goal-oriented institute soaring to new heights.

 

The vibrant orange colour symbolises the bold direction the institute is taking as a leadership development hub for the labour movement, promoting collaborative tripartite and bipartite practices for good industrial relations in Singapore.

 

 

 

Our History

 

The idea for a labour college aimed at strengthening the leadership of the trade union movement was first mooted at the 1969 NTUC Modernisation Seminar. However, plans to establish the college had to be set aside due to lack of funds and facilities. In the 1980s, Mr Ong Teng Cheong, then the NTUC Secretary General, championed the idea again and convened a committee to set up the college with the help of  Mr W Conboy, Vice-Principal of Ruskin College in Oxford.

 

On 1st September 1990, the dream of a labour college was realised when the Singapore Institute of Labour Studies was declared.  The Institute was renamed the Ong Teng Cheong Institute of Labour Studies in late March 2002 in memory of the late Mr Ong Teng Cheong, former President of the Republic of Singapore (1993 to 1999) and Secretary General of the NTUC (1983 to 1993).

 

Reflecting its sharpened focus on leadership development in the trade union movement and the promotion of tripartite values and practice amongst key stakeholders in the labour market, the institute was repositioned as the Ong Teng Cheong Labour Leadership Institute in February 2009.
